My draft abstract:

The Committee for specialty about the violence for the woman reports two big issues. First, the rape will be the crime constituted by anybody’s complaint. Not only by the sufferer’s. Second, the agreeable age of sexual intercourse will be 16 or 20. This reports has come from the radical feminists and Sexual abstinence mainly. Though, the rate of youngsters crime records lowest percentage in Japan, after WW2.

The agreeable age of sexual intercourse is limited 18 years old. If they are serious lovers, it will be accepted in society. What will be happen ?

1.The crime (rape) is constituted by anybody’s complaint. Any person can file a suit with the court. The one youngster’s parent, teacher, school counselor, lawyer, policeman or so. It means that “the police can take a look at any couple as they want”.

2.If the agreeable age are assured 20 years old, the authority says that “under 20 years old, youngster don’t have the ability to decide their sexual life.” Isn’t it paternalism?

3.The economical effect will be severe. The anime/comic/novels/other publishers have tended to decline their “strong” expression when the rule have changed. The atrophy affects Japanese culture, especially the character business.

4.If the atrophy of expression comes, two matters of social unrest rise. The rate of crime and the rate of suicide of young aged.

What will happen the next?

The report will be under discussion in the Legislative Council of the Ministry of Justice. The age at which a person can be held responsible for crimes he or she has committed is 14 now. This is big inconsistency between the criminal law and the report. Any objection? Action!
